There is no New York State electrician's licence. You cannot apply for one, because the state does not issue one. Electrical licensing in New York happens at the city level, and in New York City the licence comes from the Department of Buildings.
This catches people out constantly. Every other trade question in New York seems to lead back to Albany, so people go looking for a state licensing board that was never there.
New York State licenses plenty of occupations. The Department of State's Division of Licensing Services handles cosmetologists, barbers, real estate brokers, home inspectors, notaries, private investigators, security guards, and bail enforcement agents, among others.
It also licenses security and fire alarm installers, which is the detail that makes the whole thing feel arbitrary. Run low voltage alarm cable for a living and the state wants to hear from you. Install a 200 amp service and it does not.
Electricians are not on the state's list. Neither is electrical contracting as a business.
Cities do, each on their own terms. New York City issues two licences through the Department of Buildings:
Both come with the same exams and the same experience requirement. The difference is scope, not difficulty. There is a longer breakdown in the NYC master electrician licence.
TODO: other New York cities run their own electrical licensing programs. Name them only once each has been checked against that city's own site. Do not publish a list assembled from memory.
Two things keep it alive.
The first is that plenty of states do license electricians centrally, so anyone who has worked elsewhere, or who reads national advice, arrives expecting a state board. New York looks broken by comparison when it is only different.
The second is that search results are full of pages selling exam prep and course bundles for a "New York State electrician license". Some of them are describing a New York City licence and calling it a state one. Some are describing nothing at all. Neither helps.
If a page cannot tell you which agency issues the licence, it does not know.
Because licensing is municipal, it does not travel. A licence issued somewhere else in New York State is not a New York City licence, and there is no reciprocity to apply for.
It goes further than the paperwork. The city writes a New York City requirement into the experience itself. Whichever route you qualify under, the Department of Buildings requires at least two of those years to have been worked in New York City, under the direct and continuing supervision of a licensed master or special electrician.
An electrician with fifteen years upstate does not arrive in the city ready to sit the exam. They arrive needing two years in the five boroughs first. Worth knowing before the move, not after.
It does not mean anyone can do electrical work in New York State outside the city and it is unregulated. Two separate things are going on and they get mixed up:
Nor does it mean you need a licence to do electrical work for a living in New York City. It means you need one to run the work and pull the permits. Nothing to transfer, and nobody to appeal to. There is no state board that could recognise an out of town licence even if it wanted to, because there is no state licence for it to be recognised against. You apply to New York City the same way a first timer does, sit the same two exams, and satisfy the same two years in the five boroughs.
The years you already have are not wasted. They count towards the seven. They just do not count towards the two.
